思而不學則殆 吳亮星:鉛水延年益壽?

昨天立法會內務委員會召開特別會議討論屋邨食水含鉛量超標事件,會上多名立法會議員炮轟政府就鉛水事件上處理不當,金融界立法會議員吳亮星卻反其道而行,嘗試以鉛水可能有益為政府找下台階。吳於會議上稱現今人均壽命年年加長,問政府從科學角度而言,有否看到或研究顯示鉛對壽命的變化:「如果含鉛量適中,有助於延年益壽呢?」,即使政務司司長林鄭月娥亦難忍笑意而要食物及衛生局長高永文「幫幫手」。

吳亮星在會上發表偉論,指值得全香港人的關注,他指香港人均壽命長了很多,問政府有否看過相關研究,可說明水含鉛是否導致壽命增長的基礎之一:「水既含鉛,在科學角度,係咪導致、引起繼年既壽命增長既基礎之一呢?有無需要係科學攞啲數據,去研究下含鉛對壽命既變化,同有關既關係,如果含鉛量適中,有助於延年益壽呢?或者因其他原因、改變而引起壽命既減少,政府需唔需要負責呢?」發表偉論後,吳更一臉意氣風發,鳴鳴得意的樣子。政務司長林鄭月娥回應時難忍笑意並說:「要請高醫生幫幫手。」食物及衛生局長高永文回應指,暫時在醫學上並沒有任何文獻或證據證明鉛是對身體有益。

來自金融界功能組別代表,選民基礎只得128張公司票,並於沒有競爭對手下自動當選的吳亮星又為政府護航,指政府已作出多項跟進工作並相信市民有目共睹。他引述美國規定供水機構若發現超過10%用戶食水含鉛量,超出每公升15微克,就要即時抽取和化驗更多樣辦:「香港依家2%嘅標準我相信係遠低於佢哋(美國)嘅標準,我就唔清楚政府係咪要跟美國,如果跟美國就應該慢返啲,即係唔使咁急。」

就食水含鉛事件,香港政府衛生署衛生防護中心的網頁中寫明食水含鉛危害人體:「這些影響包括神經系統發展影響、貧血、高血壓、消化系統病徵、腎功能受損、神經系統受損、生育能力受損和不良懷孕結果。」就吳亮星提到的美國,根據美國國家環境保護局(US Environmental Protection Agency)的《Consumer Factsheet on Lead in Drinking Water》中指出鉛會影響紅血球的化學結構,亦會影響幼童身心發展,長期影響更包括可能導致中風甚至癌症:

Short- and Long-term effects: Lead can cause a variety of adverse health effects when people are exposed to it at levels above the action level for relatively short periods of time. These effects may include interference with red blood cell chemistry, delays in normal physical and mental development in babies and young children, slight deficits in the attention span, hearing, and learning abilities of children, and slight increases in the blood pressure of some adults.

Long-term effects: Lead has the potential to cause the following effects from a lifetime exposure at levels above the action level: stroke and kidney disease; cancer.

而根據世界衛生組織(World Health Organization)網頁上《Lead poisoning and health》指出鉛為毒物,影響身體多個部份,特別是對於幼童;每年更有14萬宗死亡個案是由鉛引起,而更重要的一點是現時並沒有已知的安全吸收水平(註)

  • Lead is a cumulative toxicant that affects multiple body systems and is particularly harmful to young children.
  • Childhood lead exposure is estimated to contribute to about 600 000 new cases of children developing intellectual disabilities every year.
  • Lead exposure is estimated to account for 143 000 deaths per year with the highest burden in developing regions.
  • About one half of the burden of disease from lead occurs in the WHO South-East Asia Region, with about one-fifth each in the WHO Western Pacific and Eastern Mediterranean Regions.
  • Lead in the body is distributed to the brain, liver, kidney and bones. It is stored in the teeth and bones, where it accumulates over time. Human exposure is usually assessed through the measurement of lead in blood.
  • There is no known level of lead exposure that is considered safe.
  • Lead poisoning is entirely preventable.

食水含鉛事件,全港多處公共屋邨、私人屋苑,以至學校等均有食水都驗出含鉛,亦有居民被驗出血液含鉛量超標,更有兒童證實發展遲緩,事態不斷惡化。吳亮星所發表偉論不止對事件毫無幫助,甚至是於受影響的香港市民的傷口上灑鹽,究竟為何我們議會中會出現這種「思而不學」的議員?吳亮星,是功能組別中代表金融界,選民基礎只有128張公司票,並於沒有競爭對手下自動當選的立法會議員。

註:所謂的世衛標準,亦即一公升水內,不能多於10個微克的鉛,其實不等於是安全水平,《WHO Guidelines for drinking-water quality》中的鉛標準而只是「暫定標準值」(Provisional guideline value)。
